VDI-solutions are broadly created with a golden image model. In 2020 we are encouraged to create the golden image with image builders such as Hashicorp Packer or Azure Image Builder. If you can wait only couple of moments the creation of new host, you can implement everything dynamically without golden image by using Microsoft Endpoint Manager (Intune or ConfigMgr).
